There are a few things to take in consideration when starting new accounts on the different poker rooms available.

My advice is to do some research to take the best advantage of creating an account, for some poker rooms you might be able to get free chips, software or actually free money to start playing and improve your skills without even making a deposit.

There are a lot of different offers out there just analyze them and see which one is better for you.

How long have you been playing poker?

If you're just starting out, I would just play in freerolls until you get a little better before starting to use your own money.
